The Under City is filled with crime and poor living conditions, afflicting all who live here. Races other than human make up to majority here, though many poor humans downcast from the Upper City take refuge in the sewage waters and simple homes built beside them. The largest killers in the Under City are disease and crime, particularly muggings and homicide. With no organized guard force, everything and anything goes unseen deep within the shiny surface of Utijar.
