The Upper City of Utijar is filled with glorious spires and well cared for streets. The artificial atmosphere generators are located here, along with sprawls of wealthy homes and stores. Small hover cars fly past the central road while mobs of citizens travel to and fro. The majority of people living in the Upper City is notably wealthy xenophobic humans who fear the aliens and crime from the Under City will leak into their utopia. Harsh procedures and an army of well trained guards protect the Upper City elevators and prevent any Underers from making their way up. Trash on a small scale is sent directly into the Under City, along with prisoners and the poor.
